Pixel stretching can be used for loads of things. But i will show u how to make a grunge sig with it.
1. Get a Render/Pic, I used this

2. Select the
'Single Column Marquee' Tool

After u selected it click an area of the image that you would like to pixel stretch.

3. Now copy(CTRL+C) this selection.. (The One Verticle Line) and paste it into a new project. Paste(CTRL+V) it in a new project

4. Now when you've pasted the verticle line into a new document, Do cntrl+t now drag it to the left and right.

When you're done with the pixel stretching.. it should look something like this.

5. Now desaturate it(CTRL+Shift+U).

6. Create a new layer... switch your foreground color to white then using the 'Brush' tool.. brush some grunge onto the sig.
Set this layer to Overlay at 60-80% Opacity.
7. Create a new layer and now switch foreground color to black and start brushing some more. Set this layer to Overlay and at 60-80% opacity. Repeat steps 6-7 till you get a something good.

8. Now go to Layer -> Flatten Image... this should merge all layers.
9. Duplicate the layer. Filter -> Blur - > Gausian Blur the new layer... somewhere around 2.0-3.0 would be good. Now set this layer Soft Light or Overlay at 60-90 Opacity. Depending on how you like the outcome to look like.
10. Now once again. Now go to Layer -> Flatten Image... this should merge all layers.
11. Put a render on the finished Background. Mine looks something like this. No need to blend but u can do it if u like.

12. Now you should sharpen the image. (Filter-> Sharpen -> Sharpen).
13. Now add some color.. Layer -> New Adjustment Layer -> Color Balance. Keep in mind u should keep the colors matching to ur render.

14. I like Multi color so i took my lasso and selected some spots in my sig like this **dont forget to use feather**

15. Then I sharpen'ed the Image One last time.. this is optional.. only if you think it makes your sig look better.
16. Add some text I used overlay under the color balance off course u can do it differents aswell just what u like
17. Now add a border and you're done. Here's the finish'ed product. I used a 1 pic border.
Layer - > New Layer. CTRL+A to select the whole image. Then Edit -> Stroke -> 1 Pix black Inside.
And this is what i got, My outcome isnt really good because i overrushed it
