It's not modded. There is a mission in the game called 'Stowaway' that for some reason accelerates the PCJ to irrational proportions where it can reach 400 km/h and is not really affected by slow roads either. This state doesn't revert after failing the mission either. The only way to make the PCJ normal again is by either remembering the PCJ with Dannye's MAIN.SCM or by putting it in any garage that isn't Pay 'n Spray.
