You press F2, then press F3 and nothing happens or what? If yes, try to delete "GTA SA User Files" folder and run the game, it may help you. I remember my friend had the problem like this, i don't remember how we solved this problem, but i guess we did what i wrote.Also, if you already have a replay in a folder - move it and keep always folder without replay (save and move right away to other place), because when you overwrite replay, it may crash.Btw, wait for at least 5-10 seconds after saving replay and only after that watch it - it also may crash, because replay not have time to be generated.
I had this kind of problem because I had too much GTA SA folders like United, AC, for mta/samp, stunting, editing etc. I have removed GTA user files but it didn't help too, so I deleted all these folders and recreated them in the same location and then it finally worked. About user files it creates itself when you will run the game, save game or change settings.
