GTA Online Cars customization FAQ

I'm wondering about some stuff:

If you max a vehicles stat, will it not get any better after further upgrades?
e.g. I install Turbo on a vehicle, maxing the acceleration bar, would it not have better acceleration if I added EMS lvl4 + Racing transmission?

Also, can you mod all vehicles except for these?
"Aircraft, Bicycles, Police, Fire Department, Ambulance, Taxi, FIB and Military vehicles are not customizable."

I don't want to have any cars/bikes in my garage that I can't mod. I remember trying to mod a sanchez in single player and that wasn't possible.

Specifically, I'm looking to buy a Super Diamond when I get enough cash, does anyone know if this is possible to upgrade in multiplayer?

Not sure about putting extras on over the limit but I do it anyways 
As for vehicles non customizable you also cannot customize the diggers and trucks (HGV's)
Super-Diamond will be modable in GTA 5 Online but I don't know why you'd want a boat with wheels to begin with

For the first question, the answer is yes. Add everything, it all improves the acceleration regardless of the bar being maxed out

You can mod the Sanchez in single player, I've used it for a few different stunts

There is two different sanchez, the one with the paintjob, and the one without. Idk if it has a difference though

you can upgrade the super diamond, tho why would you, that shit has no handling at all, maybe just the bling tho.
