Well, I can tell you exactly how to get the actual skins to edit.

First, using the IMG Tool, open gta3.img and extract pcj600.txd to a folder of your choice. Next, using ViceTXD, open the file and extract its contents to a folder of your choice. Next open it with a image editing program. Then edit to your liking.

Yeah, I couldn't tell which end was which when I followed those steps so I wouldn't know what I was editing.  Very confusing :P still, I can now see how difficult it looks to edit vehicle looks.

If you are using MS Paint to edit it, zoom in fully, it helps. You should be able to work out what most parts are. For example, the headlights are pretty recognisable.
