That card might be sufficient, but my HD6950 is supposed to be more than enough as well and IV and EFLC still run like complete shit.
I can run IV just fine with 200 fps on lowest settings & 40-60 on highest with enb (icenhancer 2.1) & sfaa.

It all comes down to how good your CPU is.I can confirm this too, because I have a 6950 as well, and my IV runs really smooth.
