I heard SA's fps are capped to a certain limit - I think it was 120-115?

I don't feel any difference between 90 and 110 anyway so 90 could be the line.
It's the same in Vice City, it's just way more noticeable because you can easily reach 200-300FPS.

At least in general, FL on is better for some things such as boat stunts and rotations. So for example, 110fps is always better than 90fps, but you'll barely notice it when using an NRG. However, if you're doing a cabbie boost, you'll notice a huge difference. It's the same in Vice City, it's just way more noticeable because you can easily reach 200-300FPS. This whole '90fps' limit is bullshit
The only reason it isn't allowed is because the community decided 30fps is smooth enough for stunting, and having FL off allows for unfair competition. Vice City has evolved around FL on, and San Andreas evolved around FL off, that's just how it is. The only difference between VC/SA in terms of Vsync is that you can achieve higher frame rates in Vice City, and FL off replays look slow when played back with FL on. This is because Vice City's replay system works like a video editing system.If you play back high FPS footage at a lower frame rate, all the frames are maintained, so it results in a slow motion affect. San Andreas drops the extra frames, because replays are locked at 25fps. This is why FL off replays can look laggy, unless they originated from a frame rate divisible by 25fps.
