@Neotec: there's one in there as well but you need to use the one in My Documents > My Games > Tribes Ascend > Config > tribes.ini

basically you copy the lines posted in the description of the video and paste them in the tribes.ini file. You can adjust them however you want if you got some knowledge about it. Beware, your game will look like utter shit but it will run smooth. Basically it's a config for low end PC's.

As i heard you can use these 2 methods. I've tried both now, it works, atleast for me it works  . (maybe its just my strange pc  )
