You mean when you kill pedestrians/steal cars and such?

If so, no that doesn't affect your level, its just happens as long as you're alive and gets reset when you die, but if you reach level 5 notoriety, a bounty will be placed on you and and everyone will hunt you down

If you are a Cops don't kill civil this if you kill civil you lost some xp for prestige if you get prestige 5 your head is on price for all criminal  this games was more fun to play with a Clan alone was not really fun

The higher your Notoriety is, the better are the rewards you receive for completing missions. However, the higher your Notoriety is, the more likely back-up is to be called against you. And as SkilZ mentioned, at the maximum level of P/N (prestige/notoriety) you'll get a bounty on your head, meaning everyone can attack you.

IMO the guns are fine, and so are the animations/audio effects. Doesn't have to be super-realistic to be a fun game.
As for the lag, can you imagine what it would take to run APB completely lag-free for everyone playing? This isn't like SAMP, it's an 3rd person shooter MMO. Besides, it doesn't lag all the time, only on occasion.
Moving on to the handlings.. Maybe the reason they're sluggish is due to your lag? I don't know how bad your lag is, but the steering becomes very difficult if say, I'm downloading something. Otherwise though, it's fine. And also, every car has its own handlings, have you tried all the different vehicles?

I think much of what we're discussing here is simply down to personal preference. It's cool that you don't like the game and all, and it has its weaknesses, but the things you listed have not interfered with my personal enjoyment of the game, so I can't help but to disagree with you.

Overflying the boat
