Yes, you can, all bumps are allowed, but the building must be lower than 60 ft
And you dont need to bump too, you can do a stoppie combo on roof lower than 60ft, and so on...

You must only touch a buildings roof.

Of course, the lower building is then involved in your stunt so your objective is complete.
