Unregistered Viewers

I was reading this post on "the polling center" section and i remembered this:
(I don't really know why this is this this way)

Why can't the unregistered viewers see the users images and browse all the forums?
At least they could the the General Discussion section, cuz atm they can't see

Only some part of the forums is showed and it seems like it was randomly selected

Mainly to cut back on some server usage and to encourage people to signup. Also, some topics in those areas discuss some things that internet filters tend to block sites for.
