I think it wont look good even if possible. As Kainoobis said, landing the crane would look epic 

And i dont think its modding, its like when you say he mods if he is using Dannyes jetpack. He is using it probably to have lower FPS or to make the stunting easier imo.

It's not directly any modded in this case here. But watch PrzemOO's Infernus drop bump from LV to LS from Premonition for example, there it clearly would. No water = no loss of speed.
