Welcome back anyway, this topic has only proven to me that most people haven't actually changed mentally since you were banned.

Why are there still banned people and cant we remove the permban rule?

Permban doesnt mean anything after this.

A permban does a lot more mentally to the person who receives it than lets say a months ban.
So if the felony is severe enough we give that person a permban which can either mean one out of two things 1. that person is never allowed back or 2. that person is banned indefinitely until we feel we can trust that person to behave more civilized.
So in other words a permanent ban does feel like a bigger punishment to the offender than a 3 month ban even if the permanent ban is going to be removed in 3 months it feels a bit more harsh as you can't down to when you'll be allowed back.
So even though we do not use the permanent to do what it's defined purpose is all the time, it does serve as a tool for us while we make up our mind or watch that someones behavior improve other places to a point where we think they're civilized enough.

A bit messy but I'm sure you get the idea, also take note this is how I see this ban can be used in different ways and may not represent the view of the rest off the staff... it's merely my two cents which I'll use to purchase your piece of cake.
