Problem with cold boot.

Ok, I hope you guys can help me. The problem with my pc is that every time I do a cold boot (unplug pc from electricity & turn it on later), my pc starts up really slow, it takes like 30 minutes & the cpu usage is always at 100%, and the pc is slow like hell. The only way that I know to fix it, is by leaving the pc unplugged for a day or so, but it's really annoying, 'cause I sometimes have electricity black outs and afterwards I can't do shit on my pc.
All my drivers are up to date and CCleaner doesn't show any errors as well, any other registry tools just fuck up my pc even more...
Any solutions?

Why don't you just turn it off with the red button on Start? might help

This. I don't really do cold boots myself, but for example, today I woke up, and I see my pc is shut off, which indicates that there's been a black out, so now my pc is slow as hell, I can't do shit on it atm.
