On the user guide of Episodes of Liberty City were probably some hints.. The word "Seagull" is on it's last page and when you type it into Google Maps, you come to Brighton (England). In the game's theatre (New London Theatre) there is a play called "The Seagull" aswell.

That ripped off piece matches the coast of the north sea. The red dot nearby is pretty much Brighton's location again. GTA Already played in London once, maybe it's turn again? Also Sam Houser and Terry Donovan which founded R* were both from England, back to the roots? :P

Ive been researching where the next location will be for a long time now, and I have found pretty much everything. Europe, Australia, Mexico, and China. Ive also found rumours of GTA returning to Vice City and as in this article, San Andreas. With alll these different locations, there is no telling where it will be, we will just have to sit tight and wait for rockstar to make there move.

If anything though, I would vote for GTA to come back to Vice City. Not for stunting, just because think of how fucking amazing it would be. It was amazing in 2002, think of a 2010 or 2011 release.

if you guys think it's going anywhere but america, you're insane; the reason they are so popular is because it's satire of the american dream, and they've said as much; it would be nowhere near as popular even if it was in a cool city like Moscow, Shanghai or London

of course GTAIV sucked ANYWAY and GTA V (they're not going to call it GTA V) is going to be another depressing grey story without jetpacks  :cc_detective:
