Try the generic.txd that came with Neo's roads and then see if there's still fucked up roads. If there isn't the problem is in the generic file I made which I doubt as it works fine on my game (and I guess Rainbow's too). If the roads are still fucked up you've done something wrong with the .txd files in the gta3.img.
There are no errors in the TXD files neither in the roads or in the palms. You're doing it wrong.

I would have not released this if there was something wrong with it. It's a lot of files and it's easy to miss something.
