When my brother was at "folkehøgskole" (his was a dog-sledding school), they were on trips with temperatures down to minus 50 degrees celsius (wind taken into consideration). Where I snowboard (Trysil) it sometimes gets to minus 20-25 degrees celsius.

I always thought air conditioning was for fresh cold air. 

Well, it keeps a stable temperature. so if it's like +30 and it keeps it at +15, but it would still keep +15 if it were to be -30 outside. I think, you get what mean anyway
