Problem with monitor

So, I was playing THUG 2 on my sisters pc when suddenly everything went into lines and looked totally fucked up.. When I exited game and re-entered it was the same already when I started it. I restarted pc few times, tryed to change almost every setting in picture/graphics properties... Nothing... Here is a little picture I made of how it looks like...



Please help.

You mean when I turn on my pc? Yes! They are in game, around icons, pointer and while starting up windows.  :| :| :|

I still have no idea what was wrong but now it's being repaired. And yes I turned off/in the monitor itself.
