Ok well here we don't have too many useful tutorials beyond the coding ones and I'm far too lazy to write my own so i guess i should post some links to helpful ones
1st off some notes.
Main 3d modeling programs used for gta:
3ds Max.
Zmodeler.
Sketchup.
Gmax.

Usually you would only use 1 3d modeling program at a time, I use 3ds max as it's the one with the most ability but it's very intimidating for someone who's just starting out, Gmax is a free program that's based on autodesk's 3ds max.
Main coding programs:
Vice Builder.
Sanny Builder.

I'm not a coder at all but I've used both these programs to muck around and experiment with the main.scm and in my opinion Sanny Builder is the better program, though it depends on your preference.
There are also mapping programs and texture editing programs but using these tutorials, you should be able figure out what's what.
