Gimme the names of the people =]

At Hachiro : There's a tab[can't remember name] in the SACC....which has "control center commands"
In it you just type "sp" and it'll show you the list of vehicles like "Spawn car XYZ" "Spawn car ABC" etc
in a drop down box, like we choose our country in an online registration form, just click on the vehicle you want, set its hotkey for eg Ctrl +Z, then click insert as new shortcut, it will be shown as a new shortcut in the list on the left, right click on it, click Activate, then click on Apply changes button in the right =)
Go in game and press Ctrl + Z

And locations :
Stand at the location you want to store, go to SACC, there's a map tab or something similar...which shows a map of SA too. At the right you'll find buttons, which includes "Show on Map" , "Set as new location" , etc. Set the location, name it whatever you want...go to control center commands as explained earlier, Find the "Teleport to : " then in the drop down box find your newly made location, set as a new shortcut with another hotkey and in the same manner activate, apply changes, done =)

He asked how to use it, not what else to use...

If I remember right, use Alt+1,2,3 numpad to save and Ctrl+1,2,3 to load.
To spawn a vehicle in-game, go in Keyboard Shortcuts and add a new command, else just pick a vehicle and spawn it but you have to alt+tab
