I will be able to run at almost max Quality,if its anything like crysis at least, Crysis I can run at MAX and get around 30fps but I prefer to play a lil lower and slightly better frame rate, so I assume ill be able to run GTA IV no problem.

Recommended System Requirements don't say shit tbh. For some reason they do say it, but it doesn't mean you can run shit at full quality. I make the recommended system requirements with ease, but I doubt it will run smooth on normal settings at 1680*1050.
