I have tried. Our fucking modem blocks all ports. EVEN when we forward it via the router. It doesn't happen.

Your ISP might be, but I guess its just that you just don't know that your ports are already opened, or you forwarded it to a wrong system.

It depends a bit, but private ones are mostly a lot better than the public ones.
