Yes it does, but its a FL-On kinda RADs so you wobble like shit, but it definitely makes a big difference to the speed.

You normally don't do RAD's method in GTA IV, you're so called "dipping" very high

you don't get it? i can walk five blocks to R* HQ. There has been no official announcment by R* or its parent company Take TWo about a release to PC. If your referring to that german site it was found they also were giving pre orders for "xbox portable" a few years back. its been proved fake already.
