I could show you how to set it up legit but not atm since my CPU is being used for burning a DVD. Basically get two boats and a pcj, remembered or not, it doesn't really matter. Put the pcj on to the boat that isn't the Squalo you're gonna bump and drive the boats parallely (meaning you have to drive a few feets, jump to the other one, drive a few more, jump back etc) until you get to your spot. Then get on the pcj and push the boat with it. Tackleberry posted a clip of him pushing a boat with a PCJ, it's not online anymore though. I might just clip all this if I can be arsed.

Another way is if you are closer to land than this stunt, like my second boat bump in Underrated for instance, you can ditch a bus or any other long ass vehicle in to the water before you get the boat. When you're done setting up your boat, jump onto the bus which will have sunken a bit but hopefuly it'll be high enough for your player to walk on it.

Meanwhile you'll have to settle for one possible way of doing it near the shore/docks.
http://video.google.com/videoplay?docid=1216480963645270697. I did it for Aries some time ago. Finding legit ways is all about creativity and experience with the VC engine.

One of the first stunts I tried after discovering this method. I stopped trying it though,

EDIT:
Mr.Magic wrote something interesting.

There is no 2 car rule. There is However a four or even five car rule.

Why don't you try parking a skimmer sideways and bump the middle of it? you can get a bit more runup and it should be easier.

Yesh...I've also tried this before. You get quite close to the shack as it is, but you can't really get much distance from a bump you kinda drop on (in this case, the bump being the boat).

Would love to see it done sometime though.

I bet you tried it with a car

Good luck guys

This looks nice, I've attempted this in the past, it's hard and a bit annoying to setup over and over and over but that's the bad part about some stunts, tank stunts for instance you can setup a packer but once it blows up you gotta get another one.

Off-Topic: And why is everyone always worried about the "2-car rule" you all will hate my videos. Sorry but don't you think if you have more than 2 or 3 cars that you can have MORE VARIETY in your stunts such as larger combos? Such as....lets say you set up a bsm, you bsm to a roof, on the roof there is a csm, you csm off of the roof and then you put a bus next to a rail, you 360 stoppie off of the bus, grind the rail, and just for added kicks to add another vehicle in there you put an infernus on the rail itself so you can 360 during the grind....now who doesn't wanna see that stunt?

xXChewToyXx,  Theftman is here you will get something I wouldn't
Anyways, we don't brake 2-car-rule cause that's modding. Simple.
