I doubt it, since they're using the name of real locations.

I lived in Flushing, it's on the top-right, the "F" is cut off.

It LOOKS like it could be a GTAIV-map..but why the hell would they cut N.Y in pieces and make it to an island.. (Haywire's)

Thats a map of New York. GTA IV has different names.
