Here's the audio track with the correct -db level, you can open the .mkv or .avi in mkvtoolnix and de-select the default audio track and use the new one instead.

For the .wmv version, you can write a AviSynth script

"DirectShowSource ("C:\Neuralgia_HQ.wmv")(Correct the path)
Drag the .avs into VirtualDubMod and go to the track list and remove the default one and import the new, change the video encoding method to "Direct Stream Copy" instead of "Full Processing Mode".
Save it as a .wmv if it gives you the option, or just save it as a .avi and change the extension to .wmv
