needn't break 3 car rule..just spawn a new vehicle after you set up the beagle

only way it could be possible:

take a bus, but it behind the ramp a few feet back from the fence, take a tractor and dumper or whatever, and grind the edge of the ramp forcing the game to glitch sending you flying into the bus pushing you up into the air, and hopefully landing the crane
