Does this mean I have 3.59 GHz? If not, what does it mean?

If it will be an upgrade, I'll definitely buy that off you.

That just means the stock frequency is 1.80 GHz, and the actual frequency is 1.79 GHz.

Yeah and my P4 comes stock at 3.00 GHz, its a really good single core CPU actually, if you have the right graphics card. I could play all games on max with a 7950 GT

What's it mean by the term "overclocked"?

Also what graphics card do you recommend.

in lamens terms it means makes your computer go faster. but heres a more detailed definition courtesy of wikipedia "Overclocking is the process of forcing a computer component to run at a higher clock rate than it was designed for or was designated by the manufacturer."

Heres  a link for even more information
