I can boost off the first building and almost land on the BB. I can't seem to make to the second building. I have twice the necessary height, but I can't get the speed. I take back what I said about not being possible though

It isnt very hard to get height/distance for the second building, just dont go straight up the stairs before you boost on the first one. When I tried this, I landed the roof of the second building in almost every 3rd-4th try. You dont need a very good boost, just make sure you wont go straight up. The hard thing is to get the fall speed into the slope and get slammed against the bb.
