Theres a jetpack feature in Dannyes main.scm in case you didnt know, thats propably what he used. Then he just spawned an infernus onto the roof. ^

Nice challenge though, it's different.

WRONG!

You can get there with a vehicle like a Rhino and activate flying cars cheat, since you can enter the code in PS2 and PC in clean install, and even though it's called a "cheat", you can do it in any game :\

Technically using cheats aint modding, but if you ask me it's just as dirty.
