Welcome to the tutorial where we gonna make things happen

Ok lets start :

1.   Get this program : Click
2.   Unzip the map into your Grand Theft Auto San Andreas folder (eg. C:\Program Files\Rockstar Games\Grand Theft Auto San Andreas ) .
3.   Open up hiew.exe .
4.   Go and select Gta_sa.exe then press enter .
5.   Now press F4 and select decode.
6.   Then press F5 and typ : ÃƒÂ¢€œ .00619626 ÃƒÂ¢€œ (without the quotes) and press enter .
7.   Now press F3 and typ : ÃƒÂ¢€œ28ÃƒÂ¢€� and press enter .
8.   Now press F9 followed by F10 (hiew should close now) .
9.   Get into San Andreas turn Frame Limiter ON and turn fraps ON.

(the fps may change from 30/31 (sometimes 32)

Ejoy 30 fps with FL ON guys

Ooh and btw more then 25 fps ingame is the same as FL OFF so count it as FL OFF.

boxxx: you didnt listen/understood me correct.. this does not equal to fl off. fl off will freeze the game loop while fl on wont. meaning this has much more impact than fl off..

I cant even get 30 fps with fl off so it's impossible to gt 30 fps with fl on on my computer

But FL off isn't modding, an EXE changing a variable you couldn't otherwise change is, sese. Like I said on MSN, if you could make one which doesnt change any variable from FL on except 25 fps to 30fps, I would support it, but as it does change gravity, speed, chance of landing things, and some other stuff I couldn't really go into, I wont be using this.

Give credit were its due Boxxx, some random guy on GTAforums discovered this like a year and a half ago, i tried it like a year ago but reinstalled, because of that annoying switching between 30, 31, and 32. Also this shit fucks reps up, sorta like in VC.

Fox can you please explain to me how the frame rate can change the gravity?

It's the tick rate that increases with FL off that makes the most difference, but the framerate also makes a contribution, I should let Fox explain when he's back . It also changes the speed and stuff though, and your chances of staying on the bike are better too, but again, Fox would be better to explain .
