If you use a speedometer you can on rare occasions reach 190mph and the speedometer's limit is at 200mph which I also think is the game's limit.
If you turn FL off you can reach 200mph but after that the speedometer stops counting upwards and I see no visible increase in speed neither.
So no you can't reach the limit with normal RAD's and FL on.
