He means that anyone aren't allow to sell it without permission. You need to get a permission to serve alcohol and only special shops (owned by the government) sell alohol. Other stores are allowed to sell beer with 3.5% or less alcohol though.

Government monopoly isn't bad when they're able to compete with offers that are up to the dates standards where they keep improving it instead of getting lazy which is what happened here, that's why i think that it is a good example of something that shouldn't be allowed to happen here when that's the outcome.
In some cases which you mentioned i'd say it is a good thing as some things needs to be regulated and/or watched properly but in most cases i'd rather see it not happen.
