He means the mod dude. Get GTA Mod Installer 5, then you just select the VC folder and the .zip and the tool does the rest for you.

hi, glad to see my park was well received. the one with the spiral rail i released to brulla for playtesting, and this obstacle and many others are being added for a version 2 release. the park base is going to be extended down the coastline, with more built in humps and grindables, more of a range of textures and hopefully prelighting. once again it'll be vc only, because only vc is stuntable.
in regards to the link brulla pasted, i made it dead by accident. here it is fixed, showcasing some more of the new elements:
