Just a small note: you explain  75%  wrong, next time you write a tut do some research..

The screen resolution shouldnt really depend on your screen, while CRT can do most resolutions just fine, LCD Displays are often fixed to a given resolution: mine is made for 1280*1024 - meaning it has 1310720 different points (=pixels) on the screen which can have different colors, when i would use a smaller resolution, 2 pixels to each other get the same color cause the image needs to be stretched, that gives the whole thing a blocky look, setting the resolution too high will mix 2 pixels to one which might result in a blurry picture.
Your Manual should say what resolution your screen was made for. However, when you record with fraps (gamecam should find the resolution itself) you should set the resolution to the size you will render later so you have every pixel - i record on 1024*768 (4:3) or 800*600 (4:3) or 1280*720 (16:9) normally. The 8,16,24 or 32 in the end defines the number of bits reserved for colors. 8 bit = 1 byte

so 8 bit colors -> 1 byte = value from 0 to 255 -> 255 colors
so 16 bit colors -> 2 byte = value from -32768 to 32767 -> 65535 colors
...

Normally 16 bit color is just fine, though 32 looks slightly better if your drivers / card  is crap.

Also GTA's rendering engine re-scales every single texture to 512*512 and then creates mipmaps, so basicly it shouldnt matter if you have small / big textures, as they are only loaded once (Clouds / Water / Effects).
Only problem could be the new alpha, cause the alphas are checked every frame which could slow the game down - shouldnt be much anyway

Apologies for the little bump, but I get "Out of Range" Message because I messed up and accidentally applied a resolution beyong my computer's ken. How do I revert to default setting if I cannot run the game?

Try deleting the gta_vc.set in User files.
