If you have enough speed and hit the Heli right you can reach that height. You might not even need the Heli. But wouldn't a chopper bounce you away instead of forward toward the building?

It's certainly hard to get towards the building and in my opinion, the only way you could get towards the building is if you get a good straight boost and slam the tail with the rear end of the Taxi, then you should flip and rotate towards the building.
