I have exactly the same problem when:

- My monitor cable isnt plugged in 100% or broken
- Graphics Card firmware is to old
- PC is overclocked
- PC is overheated

Dunno about the overheating thing. Because last summer, when i had the same problem, i was gone for a week. When i turned on the computer, i got the exact same stripes.
This weekend i had the comp of all weekend. So the comp can't be cold.

I suggest you remove the side panel, and do a thorough cleaning inside the computer by any means necessary. Check if the fan isn't dusty or that something isn't blocking the air from getting out/in. Uninstall anything you don't need, check for viruses. If nothing helps, call a computer maintenance guy.

it is not an overclocking or overheating problem.

It looks to be more of a windows problem, i would reinstall but thats just me, try booting into safe mode and running a COMPLETE system scan for viruses, or problems. it might possibly be a Hard disk failure although unlikely.

*********** Its hard to tell from your pic's because i can not tell if anything is scan lines or video artifacts **********
if  it is artifacting, well. it may just well be an overheating problem or overclocked all too much.
