Split clip @ point you want flash> Right click> transitions> flash.

Simple.

You guys had different ideas of what kind of 'flash' he wanted than I. No ones suggestion is wrong, just different.

Flashes are overused in videos today anyways. There are much better effects  you could add to your video anyways.
