What is "The Lost And Damned" and "Ballad Of Gay Tony"

All I have heard is that they play at the same time as regular Niko, So like, Can you meet up with Niko and beat th crap out of him? Does gay Tony go out with Niko for Roman and Brucie? Tell me, I am confused.
