Yea, I encountered this problem year ago, because I bought a new PC and the way how I fixed it is Re-install the game (with CD, I mean the original game) or Months ago I encountered this problem again and the way how I fixed it is download the game in torrent because I accidentally broke my SA CD and put a US gta_sa.exe

OR THE STREAM.INI is the problem I guess?
