It's not that obvious since there is no real stunting "rules" written anywhere, at least I don't think so and since FL OFF is allowed in SA I guess it can be confusing to newcomers.
For example when I started I didn't know modified bikes weren't allowed.

It's not cheating unless it modifies the physics by the method it increases FPS. However nobody stunts with more than 30fps in VC, so you will get flamed like hell for stunting at 40fps
