That shot has got STR3 1.7 on it (a HQ texture mod, usually looks shit but amazing in that shot) and ENB, as well as obviously max IV graphics. The installer for the mod will be really cool because you can select all the extras and things you want. Like if you want custom vehicles you can choose to have them or not, you can choose whether or not you want traffic in the game, whether you want texture mods, all pretty cool.
