Major problem.

well i have a really odd problem, well atleast imo it's odd 
so the thing is, my pc died recently, not using it now, i got really old one to use it for some time,
and problem goes here. At first i was playing cs normally, no problems and stuff. but then out of nowhere, this happened. i go in the game [cs] start new server or join one, doesn't matter. when it opens map, where you can choose will yu be terorist or police, starts to lag it just freezes for like 15 seconds and then unfrezes for like 2 seconds and then freezes again for 15 and unfreezes for 2 and all the time like that. i thought it's cs who fucks me up. so i got VC and hell the same problem goes there. but just there it freezes for 30 seconds and unfreezes for like 5 seconds. freezes for 30 and unfreezes for 5 again and all the tiem like that. anyone knows solution? :3
can't reinstal windows or something.

This sounds like something that would happen if your PC is overheating. Have you checked your temps?

upadated yes. well dunno if video card, bcuz before it was okey, and this video card is better then the one on my previous pc. and as i told it was okey in the beggining, that issue came out of nowhere :<

I had something similar once, opened my box and the CPU was covered in dust... Cleaned it up and everything worked fine again.

ahh seems that only cs works now, vc has teh same problem.
