Well if you do this you know you would be stopping some of the greatest stunters who modded way in the past from submitting anything. It's not particularly fair, people who have modded, can stop and become good stunters.
The only problem is, if you've modded long enough to become familiar with say, handling alterations, you can just decrease the speed a tiny bit to make it look legit.

If you decrease the steed then won't you only bail easier? anyway, some people should have good eyes that can spot that.

Just ban modders (from the WRs) for a year or so. Maybe we should just do that anyway, not even just the world records...

Anyway, sure, there are tons of people that have modded stunts in the past and went legit, but I wouldn't trust anyone right away. If people mod again within that year, just re-extend it. This does however require several people who are good at spotting mods (where's Pleth when you need him :P) so you don't get all the noobs going "zomg m0dz".
