soo hey i have a little problem (?) , I cant change visual fx quality which is on high (i guess by the game the shadows etc.) and i want to change it to low when i stunt.

I know its cool to see the game in higher fx quality but thanks, i want to have my 20 fps back

^Why not? I do that too, everything on low and off  Since I havent got a brilliant PC..
And when something isnt working in SA always delete the gta_sa.set first, if that doesnt help the complete User files, since that works in some cases and if that doesnt fix your problem you might wanna reinstall =)
