FOCAL vs GAUSSIAN blur

yo, does anybody know how to make an image into a focal blurred photo using adobe photoshop?

as you already know, focal blur and a normal (gaussian) blur is distinctly different..

Or even, Radial Blur [ZOOM, NOT spin]...would also give a decent out come.
