Monitor problem

Well I encountered a strange problem for my monitor, when I set the refresh rate in Windows to 60hz, it goes from aspect ratio 16:10 down to 4:3. If I do so in the driver settings, it's 16:10 on the desktop and 4:3 in full mode applications(such as games). If I set the refresh rate to 75hz, it's always 16:10.

How do I set the refresh rate to 60hz without changing the aspect ratio?
