I installed THPS 4 just so that I could play it online at GameSpy but after GameSpy installed and for me to run it I had to accept what appeared to be a License Agreement but the following thing happened: The box froze and the only way I could exit was that I X'ed out which then showed me the error mentioned in the topic's title. The exact same thing happened after I installed Sony Vegas.
There has to be some kind of alternative solution to this besides reinstalling Windows, I have no viruses just to clear that out.
I'd really appreciate some helpful answers if at all.

Have you ever partitioned your Hard Drive,Especially in instllations.You could have a Corrupted system file.Do you use a program like limewire,isohunt,bearshere ect?

I have the installations on CDs, so nothing is partitioned. It must be a hell of a weird system file if when corrupt causes certain programs to represent that error. No, I don't use LimeWire, ISOhunt etc.

Any thing like logon changes,Windowblinds ect.What programs have you installed rrecently?Its best to partition and put a ghost back up on the new HD,It works.Check with a powerful virus scanner.

BTW Go to My Computer,Drive C,windows,and look in "Downloaded Drivers" and the one next to it for suspicious installers

When THPS4 press Ctrl + Alt + Delete and the Task Manager will open. Go to the processes tab and look for the service that runs THPS4 highlight it and click End Process. Then try starting the game again.

Wah i would NOT install gamespy again EVER

what setup is it using? maybe your ms install shield is broken..
