i forgot to say, my motherboard is a Biostar biostar i865G-m4, which aint that flashy. could that slow everything down?

Pleth it is possible your windows install is fucked up, i would do a reinstall at this point of at least steam and CSS

if that does not work then i would reinstall windows, your specs tell me it should run CSS
