SA Windows 7 64 bit Problem

Ok guys, my problem is really small but it's making me really angry.

When I had XP, SA was cool, I've got pretty nice computer so it was not laggy.
Now I have Win 7 64 bit, and SA is not laggy, but while I'm playing, there are little "frames jump" and its really annoying.
I mean, that video is still High FPS but there are little  "jumps".
I don't really know how to explain this in different way, but if someone gets it and know solution, please, help me :D

Did you change anything in your GPU's driver settings when it was XP?

Ok. I turned off all that shit on GPU setting's, and I think it's ok now. :)

If you want more fps install the GTA SA Limit Adjuster. It will give you about 20 more fps.

When I alt-tab out of the game (doesn't matter if it's VC, LC, or SAiVC) and go back, the game runs like 0.5 (and just sometimes a bit more) fps less than it should. Doesn't sound like much but it does influence on my stunting.
And it's kind of an eyesore to be stuck with lag all the time. This happened after I got my new monitor.
